MOSCOW, May 28 (PRIME) -- Russia should halve administrative fines for small and medium entrepreneurs for cases unlinked to damage to life or health and to expand the practice of first notification instead of the fines, business ombudsman Boris Titov said in his report to President Vladimir Putin on Tuesday.
Titov also suggested reducing the number of planned checks of businesses to no more than two every year and no more than once a year for each controlling body.
The government is now preparing a reform of the controlling system, also known as “the regulatory guillotine,” which is aimed at decreasing the number of requirements to the business to boost economic growth by at least 1% annually. The new regulation is to come into force from January 1, 2021.
